Living in France After Brexit: What Changed

Residency: Before and After 31 December 2020

The Withdrawal Agreement (signed 24 January 2020) protects UK nationals who were legally resident in an EU country before 31 December 2020. If you lived in France before this date, you retain your right to live, work, and access public services under broadly the same conditions as before Brexit. You should hold (or have applied for) a carte de séjour marked 'Accord de retrait du Royaume-Uni de Grande-Bretagne et d'Irlande du Nord'. If you arrived after 1 January 2021, you are subject to standard French immigration rules for third-country nationals. You typically need a visa de long séjour (VLS) before entering France, then apply for a titre de séjour at your local préfecture.

Healthcare: S1, PUMa, and Insurance

UK pensioners in France can register for French healthcare using the S1 form, which is issued by the NHS Business Services Authority. This gives you full access to the French health system, funded by the UK. For non-pensioners arriving after Brexit, you may need private health insurance initially. After 3 months of stable, legal residence, you can apply for PUMa (Protection Universelle Maladie), France's universal health coverage. The UK Global Health Insurance Card (GHIC) covers UK visitors for emergency medical treatment in France, but is not a substitute for comprehensive insurance.

Driving Licence Exchange

A reciprocal agreement between France and the UK (signed June 2023) allows direct exchange of UK driving licences for French ones without a driving test. You must exchange within 1 year of establishing residency. The process is handled online via the ANTS platform (Agence Nationale des Titres Sécurisés). You will need: your UK licence, proof of French residency, identity photos, and a completed CERFA form. Note that International Driving Permits from the UK are also accepted for short visits but are not a long-term solution for residents.

Taxation: The Franco-British Convention

The Double Taxation Convention between France and the UK (signed 19 June 2008) determines which country taxes which income. Key rules: (1) Government pensions (NHS, civil service, teachers, police, armed forces) are taxed only in the UK. (2) Private pensions and the UK state pension are generally taxable in France if you are a French tax resident. (3) UK rental income is taxable in the UK but must be declared in France (with a tax credit to avoid double taxation). (4) UK bank interest and dividends are taxable in France. You declare all worldwide income on your French tax return and claim credits for UK tax paid.
